designer: Install tools and docs

designer_install_doc into 2.4.2
  • Install tools to INSTALL_PREFIX/designer/tools
  • Install docs to INSTALL_PREFIX/designer/docs
  • Remove references to tools/designer/manual path (Can't find it in repo, maybe an alternative location?)
  • Replace usage of $OSIRISDIR with DESIGNER_INSTALL_PREFIX
