qembed isn't built

qembed tool isn't built. Probably ought to be set up to run every time meson is run so it gets fresh images without manual intervention if any are changed.

27444b99 fixes an issue with the Makefile to allow you to manually build it, but this ought to be rolled into Meson in the long-term interest.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
